We seek a dynamic and forward-looking Chief Executive Officer to lead our company.

As CEO, you will be responsible for the company’s future direction. Your role will be crucial to the success of our company, providing leadership, guidance and strategic direction of the company. We want our CEO to be a visionary leader and motivator, accessible to and engaged with our people; driving an inclusive leadership culture which focuses on equality, diversity and inclusion.

You will demonstrate a track record in excellent strategic leadership, strategy implementation and operational capability. Strong stakeholder experience, innovation competence and corporate governance experience are also critical.

About HEAnet

HEAnet is Ireland’s National Education and Research Network.

HEAnet CLG, was incorporated in November 1997 and provides Internet connectivity and associated ICT services to education and research organisations throughout Ireland, including all primary and post-primary schools. We deliver high-speed internet connectivity and IT shared services to all levels of the Irish education sector. The HEAnet annual budget for the company is circa €40 million with a growing headcount of 89 employees.

The Irish education sector encompasses approximately 210,000 students and staff at third level and approximately 900,000 students and staff at first and second level. HEAnet connects these Irish learners and researchers to the Internet, online educational resources, and to peer educational and research networks in Europe, and the rest of the world. Over one million students, researchers and staff relying on our national education network every day.

EduCampus Services delivers quality IT and MIS shared services to the higher education sector. EduCampus was incorporated in April 2015 as a subsidiary of HEAnet and commenced operations in October 2015. HEAnet as the parent, and EduCampus as the subsidiary, each has its own Board of Directors, CEO and executive structure. EduCampus is committed to excellence in service delivery and in working in collaboration with clients and stakeholders to deliver a service that is responsive and based on customer needs. The current portfolio of applications comprises Student Management, HRM & Payroll, Finance, Library and Student Credentials.

About the HEAnet CEO role

The CEO role has the primary responsibility for directing the company and making well balanced decisions. The CEO is a key contributor to driving transformation, change and business value for the sector.

The CEO is accountable to the HEAnet Board and is supported by an Executive Team. The role is required to lead the HEAnet Executive Team and partner with our subsidiary, EduCampus Services to ensure a focus on delivering value and business benefits to our clients and wider education community. The role is expected to provide direction in creating and implementing successful strategies to meet our clients’ needs in the delivery of leading edge and effective ICT services.

Leadership and People Focus

  • Develop high quality business strategies and plans ensuring strategy alignment with Group and HEAnet company objectives.
  • Generate a compelling vision backed by an organisation capable of delivering services in the complex and leading-edge ICT environment of its clients.
  • Be a thought-leader for how best to manage and exploit information and IT for education for all in Ireland.
  • Adopt a leadership position in support of technological improvement of the education and research experience of all clients.
  • Ensure that the Irish National Research and Educational network, its service delivery and innovation are on a par with the best performing countries in Europe.
  • Continue the organisation’s focus on delivering real and sustainable value for money.
  • Make high quality, future focused decisions that are aligned with our Group and company values.
  • Drive and encourage employee engagement across the company.
  • Drive an inclusive culture which focuses on equality, diversity and inclusion throughout the company.
  • Show initiative and sustain high levels of personal drive and energy while managing multiple complex priorities effectively.
  • Ensure full compliance with legal guidelines and company policies.
  • With responsibility for risk across the organisation, demonstrate corporate governance expertise around financial management, and risk management.

Relationship and Stakeholder Management

  • Liaise with, and successfully manage relationships with, key funders such as Government Departments and agencies.
  • Manage relationships with key stakeholders within the Higher Education sector. This includes the Universities, Technological Universities, Institutes of Technology, Department of Education and Skills, DES Shared Services, Department of Further and Higher Education, Research, Innovation and Science, the HEA and IBEC- Telecoms Internet Federation
  • Advocate for Ireland’s interests in the European Commission funding of international activities as they relate to education and research, and to advance Ireland’s position amongst the leading countries in Europe for education and research.
  • Contribute to, and maintain international relationships on, European Commission (EC) funded policy committees relating to Education and Research, other European NREN’s, GEANT, and maintain Ireland’s funding amongst the European Union countries.
  • Represent Ireland on relevant advisory groups.

Focus on Performance and Delivering Results

  • Be accountable to the Board and funding agencies for the overall budget, income, and expenditure of the company with the potential for further growth.
  • Ensure the effective management of HEAnet, including a staff of highly skilled knowledge workers, delivering exemplary ICT services operation and delivery, finance, people operations, and legal and compliance services.
  • Deliver effective ongoing operational management of HEAnet to world class and associated services standards and, in conjunction with the Executive team, create a working environment which ensures that all HEAnet employees can give of their best.
  • Meet the challenge of evolving competitors, commercial solutions, and cloud opportunities and, as an organisation, successfully oversee managed service providers to deliver service and value for HEAnet, for its stakeholder organisations and all of education.
  • Support an environment of innovation to deliver effective development of new services capable of enhancing the broad range of existing technical services.

Responsibilities towards EduCampus Services

  • The CEO of HEAnet is a member of the Board of Directors of EduCampus.
  • The CEO of HEAnet chairs a monthly Executive team meeting between HEAnet and EduCampus to support a free flow of information and to review group performance against group objectives.
  • The HEAnet CEO engages with the organisational and future strategic development of EduCampus and will work in partnership with the CEO of EduCampus to establish it as a key enabler for Shared Services in the Higher Education sector.
  • In addition to the normal interaction between colleagues, the CEO of EduCampus works closely with the CEO of HEAnet on a formal and regular basis on all strategic organisational matters to support an integration of activities across the companies. The CEO HEAnet reports on these to the HEAnet Board, including progress on the shared integration activities. This accountability is in addition to the existing individual CEOs accountability to their respective Board.

What knowledge, experience and attributes do we look for?


  1. Senior management experience in a multi-disciplinary organisation ideally from the Technology and Education space, with clear accountability for delivering results.
  2. Experience of effective engagement and communications with diverse stakeholders (both internal and external) and the ability to successfully manage complex relationships.
  3. Champion high standards of corporate citizenship and social responsibility in its business dealings, alongside effective internal controls.
  4. Experience in developing, planning and implementing successful strategies and delivery relating to multiple goals, based on widespread stakeholder engagement and agreement.
  5. Ability to foster an environment to continue the momentum of change across the organisation through effective management practices in particular balanced decision making.


  1. Experience, knowledge and understanding of the key issues and the challenges facing all of education in Ireland at present.
  2. Experience of service delivery and development.
  3. Experience in the delivery and development of shared ICT services.
  4. Experience of leading new technical concepts and vision.
  5. Working knowledge of corporate governance, finance, and performance management principles.
